Robust integrated planning for LEO satellite network design and service operations

We try to understand Low Earth Orbit (LEO) satellites from an operations research perspective. We propose an integrated model to support the strategic designing of ground stations, as well as the operational planning of traffic routes. A Mixed-Integer Nonlinear Program is proposed to solve the integrated model. Through a case study using satellite simulation platforms, we find that the responsiveness of key satellites is more sensitive to system design parameters compared with that of non-key satellites.
