Vehicle platoon-based communications are increasingly emerged in recent wireless communication systems. How-ever, low-latency communication for vehicular platoon systems has substantial hurdles because of the dynamic channel states, the complexity of practical road environments, and the high-mobility vehicles. A viable solution to these issues is non-orthogonal multiple access (NOMA) in Delay-Doppler (DD) domain, which increases spectrum efficiency and system capacity. In this paper, we investigate the internet of vehicle (IoV) platoon resource allocation for DD-domain based NOMA systems. To satisfy the quality of service (QoS) requirements for each vehicle, the optimization problem is first developed to allocate resources through the vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) links, including delay requirements, rate requirements, and power restrictions. Then, a decoupling tech-nique, known as the alternating direction multiplier method (ADMM), is used to solve the formulated non-convex optimization problem. Simulation results demonstrate that the proposed approach satisfies QoS standards and considerably lowers system delay compared to baseline methods. In addition, the devised algorithm can lead to high computational efficiency in computing the formulated problem.
